GNSS Legislation Guide Lines
The introduction of GNSS NPA procedures has to be underpinned by national legislation, rules and regulations. Such regulations exist in North America, Australia and most of Europe; however, many States have yet to promulgate these statutory requirements. A GNSS Regulatory Document should be developed which would be
based upon the best practice of those countries which already enable GNSS procedures to be flown and suitably adjusted to comply with national requirements.
The purpose of the Regulatory Framework document is to provide guidance on the regulatory system for the certification and use of GNSS procedures in thecountry involved. The establishment of such a regulatory system is intended to ensure that the facilities, equipment and operational procedures at certified aerodromes and the agreed principles for availability and use of satellite navigational guidance are in compliance with the SARPs specified in identified Annexes to the Convention on ICAO, and to any national standards and practices in force. The manual will also provide a brief guidance on certification procedures, training and subsequent compliance and enforcement of the air operator’s obligations.
The regulations should focus on the safety, regularity and efficiency of aircraft operations using GNSS as a means of air navigation. Due consideration of ICAO Doc 8071 should be taken. Such a document can be produced by the ASAP s.r.o. team to suit local conditions and requirements.
