Submission:
If I read Pans-Ops correctly, one must either specify that no turns may be made prior to the Missed Approach Point (MAP/MAWP) or the turn must be protected from the Final Approach Fix. Another way of saying it: if the earliest turn point is not specified as the MAPt, then turn initiation begins at the FAWP. This opinion is based on Figure III-7-21.

That works fine if the MAPt is defined as a fix (i.e. non-precision). If the approach chart states "no turns prior to the missed approach point" and it is an ILS approach how is the Earliest MAPt line defined?)
