By the way it is not in the "Abbreviations" but the "Definitions" section.

Does the definition mean that when I have 898m of elevation change, it is not mountainous terrain and I do not need to double the MOC! ?

Well... As an IFP instructor I always say: “be a bit more realistic here”.

As the reason for the MOC increase is the presence of weather phenomena such as rotors, down draughts and turbulence, as well as altimeter errors because of the venturi effect over ridges, it may be wise to talk to local pilots who are familiar with the area and would know if such effects exist, when, how often and how strong. Eventually consultation of a local meteorologist may also not be too dumb.

In the end it has to do with one very important asset of the procedure designer: situational awareness
