RVR or Visibility

Submission:

For some airports, there is a plate called `JAA-MINIMUMS`. That is for airports whose country is not JAA member, I think, or for airports who are giving RVR and VIS for minimums, or? On that plate there are minimums and often BOTH are BOLD V and R, eg. ILS CAT I 1191`(423`), R800m V1000m. For airport LWSK JAA-Minimum plate says for the ILS CAT I, 1191`(423`), R800m V1000m. All are bold. Some say that both, the R and the V must be met as a minimum for landing, eg. if the V is 600m, R is 850m we can not land even if one of the parameter is greater than the given minimum. On the other hand on the approach plate 11-1 for a full ILS CAT I there is RVR750m VIS1000m. They are lower than the minimums published on the JAA-minimum plate. Who has to deal with the plate JAA-minimums? and is it right if I take R for minimum regardless of V?
