Answer or Commentary:

Yes you are all right, the little pointy bit on the outside of the secondary area can be taken out and a constant secondary area applied. As far as the red tangent lines go, it is the size of the diagram that is causing the problem. In diagram 3 above the two primary tangent lines are parallel to the two tracks then the wind spiral continues to join the 30 degree intercept tangent as in figure III-31-3 (Doc 8168, Vol II).

The expansion of the turn area seems to be different depending on which area of Pans-Ops you look at. Even with a conventional VOR/DME approach no turn expansion (wind spirals) was made at the IF (Chapter 26). While turns in departures, missed approaches and holdings include wind spirals.

As far as bank angles go, the criteria in attachment M seems to me to be for nominal tracks only. Can it be used as criteria for protection area construction?
