RNAV final approach, track alignment

Submission:

As I am dealing with an environmentally - related problem, trying to find out how to avoid a populated area below the approach path. Is it possible in RNAV to design an approach procedure with final track not aligned with extended runway centreline? If yes – what requirements should be met? If not – where this rule is exactly written?

I think it is possible. Use Part 1 Section 4 Chapter 5, Table I-4-5-3 and figure I-4-5-1)

Possible but ICAO does not support offset tracks for noise abatement.
