Radar vectors or arrival procedures

Submission:

Incheon airport(RKSI) has the capability of accommodating simultaneous approaches (RKSI has 3 runways). According to the ICAO DOC.9643(SOIR) chapter2 2.2 independent parallel instrument approaches (MODE 1), radar vectoring is used to intercept the ILS localizer course or the MLS final approach track It means when we operate simultaneous approaches, we should vector all aircrafts to intercept ILS. May we make arrival procedures (instead radar vectors) for accommodating simultaneous approaches?

I think it depends on the situation and a safety case would have to be made. In principle though, I can’t see why not. Maybe some of the other procedure designers have thoughts on this
