Radar Vectoring Areas

Submission:

Regarding the Minimum altitude in Radar Vectoring Areas. Is there anything written in ICAO standards, that you are aware of, about the coverage of radars for certain Minimum Vectoring Areas. Is there any standard about the coverage of the Radar below published Minimum Vectoring Area Altitude, for example 100ft below.

I am not too sure where the actual ICAO criteria for Radar Vectoring Areas is written down. Often 5 nm is used as a buffer around a vectoring area but where this is laid down, I am not sure. The point brought up about coverage is very valid but once again I do not know where this is covered in ICAO standards.
