As IW indicated, neither Pans Ops nor the US Terps account for engine-out. This is a separate analysis done for airline aircraft.

In the US, 14CFR 121.189 governs the engine out performance of aircraft on takeoff. Annex 6 of ICAO contains general guidance for ICAO member states. The implementation is specific to individual countries.

The requirements are also specific to aircraft, engines, runway length, obstacles in the takeoff path, brake performance, etc. and take a computer program to implement. Note that this computation is not generally done by the airline captain. The results of these analyses are contained in the lists of runways authorized for takeoff, and the maximum weights authorized for those runways.

I have always thought it was interesting that Terps and Pans Ops completely ignore engine out--but the subject is not ignored by major countries operating airline aircraft.
