Pans-Ops vs Eurocontrol

PANS-OPS criteria vs. Eurocontrol's "Guidance Material for the Design of Terminal Procedures for Area Navigation (DME/DME, B-GNSS, Baro- VNAV & RNP-RNAV)" For me it seems, that the Eurocontrol criteria for RNAV terminal procedures (guidelines from 2003) are a bit outdated. The Eurocontrol criteria were based on the PANS-OPS criteria. However, that has changed in order to align the PANS-OPS criteria with the PBN concept. Now, both documents do not really fit together anymore. Furthermore, certain aspects (e.g. P-RNAV = RNAV 1) are not really included in the Euroncontrol's guidelines. How shall a procedure designer properly deal with this topic?

I suggest sticking with the Pans-Ops criteria which for most countries is the requirement for the design of instrument procedures.
