Out bound tracks

Submission:

On the outbound leg of an IAP that starts overhead the airport and which specifies a teardrop pattern, is the pilot expected to track the outbound radial accurately using a CDI or similar or is he allowed to fly an approximate track a long as he stays inside the specified outbound distance and establishes successfully on the inbound track? I am referring to UK PANS OPS procedures.

Personally when I design a procedure I expect the pilot to follow the outbound track as accurately as possible. I do not take into account in the design any obstacles that are outside the protection area associated with the specified track. Do other procedure designer feel the same?)
