Naming Convention

Submission:

Can a Significant Point, not "marked by the site of a navigation aid", be given a "local" name (with reference to an identifiable and preferably prominent geographical location)? I understand Annex11 Appendix 2 to be very clear on the fact that you can not and should use an ICAO 5 letter name-code. I have been told that somewhere else in ICAO Docs it is allowed? Any suggestions will be appreciated.
