In my personal opinion, the concept of %age increase up to 100% as mentioned in general portion should be appropriate for all cases. I think the provisions in PANS-OPS are not consistent in this regard.In appendix B, it clearly states a minimum MOC of 300m within holding area (Basic + entry + buffer) which is more than the double of applicable MOC inside buffer 4-5 (60m), 3-4 (90m) and 2-3(120m). However, these wordings also do not support the application of MOC of 360m in the last buffer 4-5NM as minimum prescribed is 300m.
Due to lack of clear regulations, I would prefer to apply 360, 390 , 420, 450 and 600 m in the buffer areas.
