If you are selecting the 2NM value from Table III-1-2-12 then the beginning of this chapter states that these values are for basic GNSS. Therefore you may have to use the larger value you quoted if you are allowing for DME/DME navigation.My understanding is that the 15NM is not specifically related to anything that happens on-board the a/c and doesn't need to be based on the ARP. Saying this I agree PANS OPS is not clear and hopefully the confusion over ARP vs DER will be tidied up at some stage.
