Lighting Vs RVR

Submission:

I have been asked if there any requirement to publish RVR values on the instrument approach charts (i.e. ILS precision app. CAT I).

We have established an ILS CAT I system at one of our aerodromes and designed an instrument approach. procedure ILS /DME (CAT I). This procedure was then evaluated by the Flight inspection team. After the flight inspection was completed they reported that the procedure was OK but there was no approach lighting. At that aerodrome the following lightings are installed:

2 bar vasis on the app side

RWY edge,THR,END lightings.

In both in Annex 14 and Doc 9365 (Manual of All weather Operations) lighting requirements are defined. However there are some exceptions for cases where there is no approach. lighting or where the lighting system is less than 900 m in lenght. In such situations, the documents say that if there is no approach lighting, RVR should not be less than 1200 m. So, the solution seemed to be just increase the RVR value as required.

My questions are:-

1 As we do not publish RVR values on the instrument app. charts (except CAT II operations) at our AIP. How is this requirement to be met? (is there any alternative way of meeting this criteria)

2 Is publishing the RVR values on the approach plates a must or a suggestion?
