ILS Problem

Submission:
I am in the New Zealand Air Force and have been asked to provide a detailed brief on the ILS system. Presently, there is a special flight instruction in existence here making all pilots aware of an inherent ILS problem that will provide normal flight-deck indications (i.e. good glide slope and localiser) while guiding the a/c low on profile. I am trying to find info on exactly what it is that causes these erroneous indications?
