Usual cause of incorrect Glide Path indication below flight path is uneven ground plane forming GP signal in space and/or diffraction or reflection of GP signal from certain objects. Sometimes, it is no way to solve these problems by engineering methods (but some tricks exists). In such cases, there can be found PANS-OPS solution. One of the ways is to publish mandatory FAF instead of FAP into procedure. This prohibits pilots to commence the descent before reaching FAF, even in the case of "fly down" CDI indication before FAF. This solution requires additional risk analyse.
