Answer or Commentary:

I think that this diagram in Amendment 10 to Pans-Ops could be misleading to some procedure specialists, especially the way that the Earliest Turning Point (ETP) is show. I think that this should be changed to an Earliest Turning Line as this ETP position changes with the position of the MAHWP.

In the following diagram the blue area represents the worst case scenario for obstacle assessment while the green area from the other ETP (in red) is contained within the blue area. In this situation the diagram is correct.

However if the MAHWP is moved so that the turn is not so great then the red ETP and the associated green area represents the worst case for obstacle assessment.

I think that this idea of an Earliest Turning Line and not just an Earliest Turning Point should be made a lot clearer within Pans-Ops.
