This image graphically illustrates the dangers of using mathematically converted survey data, which may be of unknown origin. In this case we were asked for a preliminary evaluation of a proposed parallel runway. Some months after evaluating the streetlights represented by the red points we obtained geographically referenced satellite images of the area. When we attached the image to our drawing (using an ER Mapper plug-in) we were able to cross check the accuracy of the survey data. My own advice is consider the consequences very carefully before doing any design work or obstacle evaluation without documented survey data that conforms to published ICAO aeronautical data quality standards.
