Submission:
There are numerous survey companies that can quickly and accurately survey the runway and vicinity to WGS 84 co-ordinates. This would be far quicker and more accurate than trying to convert co-ordinates of unknown accuracy to WGS-84. Use a current chart to design the approach surfaces, and use the survey to determine the correct waypoint co-ordinates.
