Submission:

Every time a conversion between map datums is made there is a certain amount of error introduced. The amount of conversion error may be well in excess of the ICAO required accuracies for airfield surveys. It does not matter what software package is used, because as noted, this is a function of the conversion factors available, and therefore ICAO requires a survey. However, survey data of relevant points using conventional survey methods to determine relative distances, bearings, and elevations from a known benchmark could be converted to the WGS-84 datum after the WGS-84 survey is completed. Therefore, you could begin your procedure design before all WGS-84 co-ordinates are available.
