I have to agree with my two learned colleagues answers. To do a mathematical transformation between local and WGS-84, you require transformation parameters. These parameters can only be obtained by comparing known local point co-ordinates to WGS-84 surveyed co-ordinates of the same point. Even then, you have to be very sure of the origin and quality of your local co-ordinate to ensure required accuracy and integrity. Personally, I would be very loath to transform between local and WGS-84. A one second error in your co-ordinate translates to about 31 meters on the ground. As Mr. Whitworth pointed out, GPS will fly you very accurately to the wrong point.
