Fix Tolerances

To start this forum, I would like to raise the point of tolerances. As we all know a fix tolerance is made up of the root sum square of three tolerances. These tolerances are the ground system tolerance, the monitor tolerance and the receiver tolerance. When designing a turn we add pilot reaction and bank establishment time to determine the LTP. As you can see from the diagram we draw straight lines to represent this total fix area. I would like to ask, what is the tolerance represented by the red areas?
Is this a drawing tolerance?
Has this come into existence simply because previously it was difficult to construct the turn area from other than a straight line?
The extra protection area involved can be quite large. With just 190 kts IAS you can have an extra 3km of protection area. This could increase the PDG in a departure or the OCA of an approach. Your comments please.
