I agree with the ASAP's interpretation of the "ARC" fix tolerance area. I was then thinking that maybe Pans-Ops standard - Max angle of divergence (Max. 23° figure III-2-1), should be reconsidered for a few degrees. Because probably it was set just to avoid large areas. I think that fixes of non-located facilities are usually placed in the vicinity of AD's (T.points,..), where navigation facilities are close together and areas are not very big in general.
