Submission:
It was agreed that this requirement should be removed some time ago - but unfortunately the proposer was unable to attend the plenary session and it somehow got lost. It was resurrected at the last meeting and should be dealt with soon - but with the normal delays in ICAO do not expect it for before the amendment after next. In the meanwhile, Ian's advice is sound.
