Dual Minimums

Submission:

I recently came across a procedure that had two minimums for a CAT II ILS procedure (same approach plate).

One minima unrestricted 100 ft DH/RVR 350 and the other was restricted 150 ft DH/RVR 550.

I don't understand why the procedure would have two minima if the OAS would support the lower minima.

Possibly it has to do with the missed approach after the 1000 ft precision segment of the ILS. Obstacles outside the OAS could require 2 different missed approach climb gradient and subsequently 2 different OCA/H values.
