Disappearing MOC

As far as I know the MOC to be used for a non-precision app procedure without a FAF (for straight-in final approach) is 90 metres. And it was clearly stated in Chapter 25 para 25.4.4.1 (Obstacle clearance-straight-in app) (dated 05.11.1998). Recently when I looked at the page in question, I saw that this clear statement had disappeared.(dated 01.11.2001). Then I searched for this statement in the whole document and except one graph (part III, chapter 6, page 3-37,figure III-6-4) I couldn't find any text concerning this.
From the passage, Chapter 25 para 25.4.2, I understand that a straight-in approach is still available for this type of procedure provided that the alignment criteria is met.
So my question is, whether I can use 90 m as MOC for the straight-in final app. segment of non-precision app. procedure, within the whole primary area or not.
If the answer is yes, what will be reason for discarding such an important statement from the document?
If the answer is no, where can I find the criteria for such an app. Procedure?

I think the answer is "Yes" but I don't know the rational behind deleting that portion of text from that section.)
