Which is correct - probably both are. Which is more conservative probably depends on the actual obstacle environment. However 8168 says that the OCA calculated from the use of OAS may be used provided that the obstacle density is acceptable, therefore it would appear that an analysis of the effect of obstacle density is required and hence you must use the CRM to assess this effect.
A treatment of the mathematics of the CRM is given in the Manual for the Use of the CRM Part 2 (I think). However, if summation and definite integral symbols leave you cold, some prior study in probability and integration may be useful.
