My understanding of this question is the following:
I believe that both OAS and CRM are correct. These two methods of calculating the OCA/H only use different approaches and criteria for the design of an ILS approach.
What can be said of the two methods, I believe, is that the OAS is more conservative than the CRM, as is shown in the case presented by Mr. Coetzee.
