Submission:
If the software you are using is the "Pans-Ops Software" package from ICAO then you must have an error in your *.obs file. I have just entered 1721 obstacles from an *.obs file without trouble. I suggest you use an ASCII text editor (I use UEdit) which has optional line numbers - which help in finding specific records.
Note also that if you use the "Analyse" program in the ICAO package, it removes all obstacles below the Basic ILS surfaces, and this will give a smaller obstacle count when it gets to the CRM part of the module.
