Cities and restricted areas

Submission:

Prohibited and Restricted Areas. Please, what is the typical practice in Europe concerning restrictions for flights over big cities? Is it normal to establish restricted area from GND to ULM? There is a prohibited zone over St.Petersburg up to ULM (ULP1) which makes airspace north of the airport completely unavailable which leads in turn to conflicting arrival and departure tracks. Could anybody think of a restricted area of this kind over any big city in Europe?

I personally have not heard of an actual restricted area encompassing the entire city. Usually they are just noise abatement routes. Does anyone else have experience of this?)
