Bank angle

Submission:
I am designing RNAV (GNSS) SID procedure, and trying to construct a turning departure which turns to left considering the obstacles on the departure course. In Doc 8168, bank-angle is assigned 15 degrees for departures, and bank-angle for average flight path (between 15 ~ 25 degrees) can not be used for other purposes than the obstacle assessment. I wonder if it is possible to design the procedure by applying bank-angle of 25 degrees to whole departure courses in order to avoid obstacles.

I have seen IFR procedures that specify the bank angle in the turn but not for the entire SID.
I think it would be better to limit the speed.)
