Annex 14 vs. OAS (3)

Submission:

I always see the Annex 14 surfaces as my WARNING surfaces. Annex 14 is a set of surfaces that lie below your precision (ILS) surfaces. If nothing penetrates the Annex 14 surfaces, I can design procedures to minimas without a problem. Any obstacles that penetrate Annex 14, should be treated as a RED LIGHT warning to procedures designers. This should mean that these obstacles MUST be considered when designing the procedures.
