Annex 14 vs. OAS (2)

The details concerning the various Annex 14 surfaces are in the Airport Services Manual (Doc 9137 Pt. 6), which I don't have a copy of I'm afraid! However, the purpose of the surfaces is to give a degree of protection for all intended operations around an aerodrome, including visual manoeuvring (circling) approaches, which I believe is one of the reasons for the inner horizontal surfaces. The Annex 14 surfaces are really only the basic parameters for ILS design. If there is significant penetration of the surfaces, then you would normally apply the OAS, which are a more refined obstacle assessment model. If problems still exist, then you can apply the CRM - I would recommend you do this for a Cat II approach in any case. I'm surprised to hear of "hostile terrain" in the UK!! Have you tried designing procedures in Nepal?!!
