Figure III-5-1 in Doc 8168, Vol. II, indicates that the measurements have to be done perpendicular to the nominal flight path. This corresponds to the blue line in your graph. All three lines represent the slope of the 3D surface at a given point, each in its respective direction. It is important to note that the slope of the surface is still decreasing with the increase in the area width, regardless of the direction of measurement, since the surface is not planar. However, only the slope along the blue line is relevant when determining the required MOC at a given point.
